In late 2023, the Advisory Council of Argentina’s Inter-Institutional Program for Strengthening Quantum Science and Technology delivered a roadmap document to Science Minister Daniel Filmus. The event was attended by Nobel Physics laureate Serge Haroche. The document, coordinated by physicist Marcos Saraceno, was described by the ministry as a key input for defining national policy to strengthen quantum science and technology.

According to the ministry’s published account, the roadmap analyzed the degree of development of applied research in various branches of quantum technologies both domestically and globally. It proposed concrete actions with targets for 2025, designated by the United Nations as the International Year of Quantum Science and Technology.

Among the stated 2025 goals was the establishment of a first quantum-secure communications network connecting academic, government, and defense organizations in the Buenos Aires metropolitan area. Minister Filmus said the program aimed at training professionals at the highest level, while Secretary Juan Pablo Paz oversaw the program’s coordination within the ministry.
