On February 24, 2021, Argentina’s Congress unanimously approved Law 27,614, the Science, Technology and Innovation Financing Law (Ley de Financiamiento del Sistema Nacional de Ciencia, Tecnología e Innovación). The law was published in the Official Gazette on March 12, 2021. It mandates a progressive increase in the national budget allocated to science and technology, with the goal of reaching a minimum of one percent of gross domestic product by 2032.
According to the published text, the Ministry of Science, Technology and Innovation serves as the implementing authority. The law requires that at least 20 percent of each annual budget increase be distributed across provinces to promote a federal science and innovation system. It also mandates that the budget for the science and technology function never fall below the previous year’s level in absolute terms.
Law 27,614 established the financial framework under which subsequent quantum-specific programs and broader science plans were developed. The legislation was promulgated by the executive on March 11, 2021, via Decree 157/2021.
