On October 10, 2023, Argentina’s Chamber of Deputies unanimously approved Law 27,738, enacting the National Science, Technology and Innovation Plan 2030 (Plan Nacional de Ciencia, Tecnología e Innovación 2030). The law was published in the Official Gazette on October 23, 2023. The plan was elaborated by the Ministry of Science, Technology and Innovation in collaboration with provinces, regional governments, and stakeholders from the National Science, Technology and Innovation System (SNCTI).
As described in the ministry’s announcement, the plan sets out ten national challenges for the coming decade. Among these, Challenge 8 calls for promoting the development of the IT industry and information technologies for productive innovation and digital inclusion. Challenge 6 addresses the development of the aerospace, aeronautical, telecommunications, and defense industry sectors.
CONICET President Ana Franchi stated that the plan’s passage into law with unanimous support was key to ensuring continuity of science and technology policy across administrations. Secretary Diego Hurtado characterized the legislation as a historic milestone for medium- and long-term planning regardless of governing party. The plan covers the period from 2023 to 2030 and includes territorial, transversal, and institutional agendas.
