Argentina Orders Review of All Science Programs Under Milei Government Austerity

On January 9, 2025, the Argentine government published Resolution 10/2025 in the Official Gazette, ordering a review of all scientific programs administered by the Innovation, Science and Technology Secretariat. The resolution, signed by Cabinet Chief Guillermo Francos, granted Secretary Darío Genua the authority to evaluate programs, demand the return of unused funds with interest, and close programs not aligned with the government’s strategic plan for 2024-2025.

According to reporting by the Buenos Aires Times, the resolution required that programs be assessed for alignment with a strategic plan focused on agroindustry, energy and mining, the knowledge economy and innovation, and health. Programs outside those areas were to be terminated. Scientists and the Red de Autoridades de Institutos de Ciencia y Tecnología de Argentina characterized the measure as a prelude to deeper cuts.

Resolution 10/2025 followed a year of steep budget reductions under President Javier Milei. State investment in science and technology fell by 32.9 percent in 2024 compared to 2023, and CONICET’s workforce declined by approximately nine percent. The quantum science program created in 2022, along with other research programs, faced uncertain status under the new framework.
