The 5th ASEAN Digital Ministers’ Meeting (ADGMIN) and related meetings took place in Bangkok, Thailand, under Thailand’s chairmanship. According to coverage by Reed Smith, the ministers reviewed the implementation of the ASEAN Digital Masterplan 2025 and reaffirmed their commitment to accelerating digital transformation across the region.

Among the topics discussed were AI governance and ethics, digital banking, and broader emerging technologies. Quantum computing was referenced in the context of future technology considerations for the region’s digital agenda. The meeting also unveiled three new guides on AI governance and ethics, digital banking, and digital financial services, and announced plans for an ASEAN digital scholarship programme.

While quantum did not feature as a standalone agenda item, its inclusion in emerging technology discussions at the ministerial level represented a shift from earlier ASEAN digital meetings, where the topic had been entirely absent.
