The Stockholm International Peace Research Institute (SIPRI) published “An Introduction to Military Quantum Technology for Policymakers” in March 2025, a background paper produced under a joint project with the Austrian Foreign Ministry and the Austrian Ministry of Defense. The paper provided an overview of quantum computing, quantum communications, and quantum sensing from a military and security perspective.
According to SIPRI, the paper addressed how quantum science connects to military capabilities, what strategic advantages may emerge, and what policy challenges lie ahead. It noted that “key gaps persist in understanding how quantum tools might reshape arms control verification and international security” and called for “proactive policymaking and appropriate oversight measures.”
A follow-up primer, “Military and Security Dimensions of Quantum Technologies,” was published by SIPRI in July 2025. The Austrian-SIPRI collaboration formed part of Austria’s broader quantum diplomacy effort, which also included the Quantum TechDiplomacyTalks series launched in January 2025 and a new UNESCO initiative on the ethics of quantum technology.
