On October 23, 2025, the Council of the European Union adopted its 19th package of sanctions against Russia, with parallel measures extending restrictions to Belarus through Council Regulation (EU) 2025/2041, amending Regulation (EC) No 765/2006. Among the new provisions, the EU prohibited the provision of high-performance computing and quantum computing services to the Republic of Belarus, its government, public bodies, corporations, and agencies.
Effective November 25, 2025, EU persons were barred from providing high-performance computing services, including access to accelerated computing services with graphics processing units, or quantum computing services to the designated Belarusian entities. Artificial intelligence services and commercial space-based services were also added to the restricted category. The services ban mirrored provisions simultaneously adopted under the Russia sanctions regime via amendments to Regulation (EU) No 833/2014.
Council Regulation (EU) 2025/2039, adopted on the same date, added five new listings to the Belarus sanctions regime related to the Belarusian military-industrial complex. Four banks in Belarus were also subjected to transaction bans effective December 2, 2025, for their connection to Russian payment systems.
