On October 1, 2025, the Belgian Cyber Security Coalition, the Quantum Circle, and the Centre for Cybersecurity Belgium (CCB) jointly published a white paper titled “Preparing for the Quantum Era.” The document provides practical guidance for Belgian organizations on migrating to post-quantum cryptography (PQC).
According to the CCB, the white paper addresses the quantum threat and its implications for long-lived and sensitive data, the “harvest now, decrypt later” risk, and EU strategic roadmap milestones calling for national strategies by 2026, critical infrastructure protection by 2030, and broad PQC adoption by 2035. It also includes sector-specific use cases in telecommunications, banking, healthcare, and retail.
Contributors included experts from KU Leuven cryptography professor Bart Preneel, the Quantum Circle’s Jan Sonck, and several cybersecurity professionals. The white paper emphasized crypto-agility and called on Belgian organizations to begin assessing risks, planning migrations, and engaging vendors.
