Bulgaria Authorizes Signing of European Declaration on Quantum Technologies

Bulgaria authorized its Minister of E-Government to sign the European Declaration on Quantum Technologies, which was officially published on December 5, 2023, under the Spanish Presidency of the Council of the EU. According to reporting on the authorization, Bulgaria joined a growing list of EU Member States endorsing the declaration.

At its launch, 11 Member States had endorsed the document. The declaration committed signatories to collaborate on the development of a world-class quantum technology ecosystem across Europe, with the stated aim of making Europe the “quantum valley” of the world. It called for coordination of European, national, and regional research and development programs, acceleration of the transition from laboratory research to commercial applications, and the construction of pan-European quantum infrastructures.

By mid-2024, 26 of the EU’s 27 Member States had signed. The declaration laid the policy groundwork for the European Commission’s subsequent Quantum Strategy, adopted in July 2025, and the planned EU Quantum Act expected in 2026.
