On October 20-23, 2025, the Fourth Plenum of the 20th CPC Central Committee adopted the Recommendations for Formulating the 15th Five-Year Plan for National Economic and Social Development (2026-2030). The document explicitly named quantum technology alongside six other emerging technologies as “new drivers of economic growth.”
As reported by Post Quantum, Minister of Science and Technology Yin Hejun identified quantum technology at the session among industries where China would pursue breakthroughs, describing quantum alongside biomanufacturing and fusion energy as sectors whose combined growth would be equivalent to creating an entirely new high-tech sector over the next decade.
Xi Jinping personally headed the drafting group established in January 2025. The recommendations called for “innovative regulation, expanded venture investment, and stronger mechanisms for risk sharing” in quantum and other designated future industries, and emphasized achieving greater self-reliance in science and technology.
