ETSI Publishes Quantum-Safe Migration Study for Intelligent Transport Systems

In May 2023, the European Telecommunications Standards Institute (ETSI) published Technical Report TR 103 949, a quantum-safe cryptography migration study for Intelligent Transport Systems (ITS) and Cooperative Intelligent Transport Systems (C-ITS). The report reviewed the state of deployment of cryptographic security mechanisms in ITS and C-ITS and their susceptibility to attack by quantum computers.

Building on the core migration framework defined in ETSI TR 103 619, the report applied the three-stage migration approach to the specific context of vehicular communications. It assessed the risk of quantum computer-aided attacks on ECDSA as critical, given that such attacks could invalidate the entire trust architecture of C-ITS.

TR 103 949 noted that C-ITS migration presents particular challenges because vehicles are isolated from systems for long periods and move freely across national and trust boundaries. The report was produced by the TC CYBER QSC working group under work item DTR/CYBER-QSC-0018.
