ETSI Publishes Batch of Quantum-Safe Cryptography Technical Reports

In October 2024, the European Telecommunications Standards Institute (ETSI) TC CYBER Quantum-Safe Cryptography (QSC) working group published three technical reports addressing different aspects of the post-quantum transition. According to an ETSI QSC update presented at a NIST workshop, these were TR 103 965 on the impact of quantum computing on cryptographic security proofs, TR 103 966 on deployment considerations for hybrid schemes, and TR 104 016 on a repeatable framework for quantum-safe migrations.

TR 104 016 provided an updated and repeatable migration framework, building on the earlier TR 103 619. TR 103 966 addressed practical considerations for deploying hybrid cryptographic schemes that combine classical and post-quantum algorithms. TR 103 965 examined how quantum computing affects the security proofs underpinning current cryptographic protocols.

The three reports were produced as the NIST post-quantum cryptography standards (FIPS 203, 204, and 205) reached finalization in August 2024, providing the QSC working group with standardized algorithms around which to build deployment guidance.
