The European Chips Act (Regulation (EU) 2023/1781) entered into force on September 21, 2023. Among its five operational objectives, the legislation includes building capacities for accelerating the development of quantum chips and associated semiconductor technologies.
According to the European Commission, the Chips for Europe Initiative supports the development of design libraries for quantum chips, new or existing pilot lines, cleanrooms and foundries for prototyping and producing quantum chips, and facilities for testing and validating advanced quantum chips. The initiative is supported by €3.3 billion in EU funds, expected to be matched by Member State funding.
Quantum chips are identified as one of three pilot line areas of strategic importance for Europe. Six complementary quantum pilot lines were planned under the Act, each focused on a distinct hardware platform: semiconductor spin qubits, photonic quantum technologies, ion-trap qubits, superconducting qubits, diamond quantum chips, and neutral-atom platforms.
