On January 16, 2026, the Council of the European Union adopted Council Regulation (EU) 2026/150, amending the EuroHPC Joint Undertaking regulation to include a dedicated quantum technologies pillar and to support the establishment of AI gigafactories. The amendment entered into force on January 20, 2026.
According to the EuroHPC JU, the revised regulation makes EuroHPC JU responsible for implementing the Union’s quantum technology agenda, including the Quantum Flagship activities previously funded through the Horizon Europe Programme. A new Quantum Technologies Advisory Group (QTAG) was to be established within EuroHPC JU’s Industrial and Scientific Advisory Board.
Future quantum technology calls would be integrated into the EuroHPC JU’s work program, with the goal of supporting fundamental and applied research, the lab-to-fab transition, and deployment of quantum technologies in world-class infrastructure. The amendment also broadened the scope of the 2024 regulation that established AI Factories.
