EU Amends EuroHPC Regulation to Add Quantum Technologies Pillar

On January 20, 2026, Council Regulation (EU) 2026/150 entered into force, amending the EuroHPC Joint Undertaking regulation to add a dedicated quantum technologies pillar to its mandate. The amended regulation, published in the Official Journal on January 19, enables coordinated investment between the Union and participating states for the advancement of quantum technologies alongside the deployment of AI gigafactories.

According to the EuroHPC JU, the organization’s governance structure will adopt changes to include expertise in quantum technologies. A new Quantum Technologies Advisory Group (QTAG) will be established as part of the EuroHPC JU’s Industrial and Scientific Advisory Board, providing input to the Multi-Annual Strategic Plan and expert advice to the Governing Board.

Quantum research and innovation activities previously funded under Horizon Europe will be consolidated under EuroHPC’s expanded remit. The EU financial contribution to the Joint Undertaking totals up to €3 billion, distributed across Horizon Europe, the Digital Europe Programme, and the Connecting Europe Facility, to be matched by participating state contributions.
