On June 11, 2025, the NIS Cooperation Group published its Coordinated Implementation Roadmap for the Transition to Post-Quantum Cryptography, Version 1.1. Developed in response to the European Commission’s Recommendation (EU) 2024/1101, the roadmap is the first deliverable of a dedicated PQC work stream established within the group.
According to the Commission’s publication page, the roadmap sets three milestone dates: by December 31, 2026, all Member States should initiate national transition roadmaps and begin identification and awareness activities; by December 31, 2030, high-risk use cases and critical infrastructure must be secured with PQC; and by December 31, 2035, the transition should be as complete as feasibly possible.
Executive Vice-President Henna Virkkunen stated that “post-quantum cryptography is essential to ensure a high level of cybersecurity, fortifying our systems against future threats.” The roadmap uses a risk-based approach, recommending standardized hybrid solutions combining classical and quantum-safe algorithms wherever suitable.
