On April 11, 2024, the European Commission published Recommendation (EU) 2024/1101 on a Coordinated Implementation Roadmap for the transition to Post-Quantum Cryptography (PQC). The recommendation encourages Member States to develop a strategy for the adoption of PQC, with the goal of a coordinated and synchronized transition across the EU.
According to the Commission’s press release, the strategy should define clear goals, milestones, and timelines resulting in a joint PQC Implementation Roadmap. The recommendation calls for deployment of PQC technologies into existing public administration systems and critical infrastructure via hybrid schemes combining PQC with existing cryptographic approaches or with Quantum Key Distribution.
A PQC Coordinated Implementation Roadmap was to be available within two years, followed by adaptation of individual Member State transition plans. The recommendation complements existing work by ENISA, EU-funded projects, and discussions within the EU-US Trade and Technology Council and Cyber Dialogue. It also called for establishing a dedicated PQC work stream within the NIS Cooperation Group.
