On December 5, 2023, under the Spanish Presidency of the Council of the EU, 11 Member States signed the European Declaration on Quantum Technologies. France, Belgium, Croatia, Greece, Finland, Slovakia, Slovenia, Czech Republic, Malta, Estonia, and Spain endorsed the initial declaration in the presence of European Commissioner for Internal Market Thierry Breton.
According to the European Commission, the signatory Member States recognized the strategic importance of quantum technologies for EU competitiveness and committed to collaborating on a world-class quantum technology ecosystem. Key objectives included coordinating research and development programs, accelerating the transition of innovations from lab to market, and building pan-European quantum infrastructures.
Additional Member States subsequently joined, bringing the total to 26 signatories. The declaration called for an action plan with concrete targets that complement the Digital Decade strategy goals for quantum technologies.
