Finland Enacts New Export Control Act Covering Quantum Technology

Finland’s new Act on the Export Control of Dual-Use Items (500/2024) entered into force on September 15, 2024. According to the Finnish Ministry for Foreign Affairs, the act introduced a national control list requiring export authorization for items not already covered by the EU Dual Use Regulation. The national list included items related to quantum computing, semiconductor manufacturing equipment, and materials technology.

For the first time, Finland imposed national controls on quantum computers, components thereof, and components used in quantum computer manufacturing. On September 6, 2024, the United States imposed corresponding export controls, and on September 17, the United States added Finland to the list of destinations eligible for its Implemented Export Controls (IEC) license exception. Finland also began developing a national general export authorization to allow export of listed items to certain countries by notification to the Ministry for Foreign Affairs.
