On June 6, 2024, the Finnish Ministry of Economic Affairs and Employment announced the launch of a working group to prepare a national quantum technology strategy. According to the Finnish Government project page, the working group was chaired by Antti Vasara, CEO of VTT Technical Research Centre of Finland, and included representatives from multiple ministries, research institutions, and private companies. Its mandate was to prepare objectives, targets, and measures for the competitiveness of Finland’s quantum ecosystem.

Alongside the strategy launch, VTT was awarded a special government grant of €70 million (~$76 million) for the development of a 300-qubit quantum computer. VTT began searching for an innovation partner in June 2024, with applications due in August and a goal of selecting the supplier in early 2025. The working group organized its work across four subgroups covering capabilities, enablers, ecosystem growth, and geopolitics and security.
