The Finnish Ministry of Economic Affairs and Employment published Finland’s Quantum Technology Strategy 2025-2035 on April 24, 2025. The strategy, prepared by a working group chaired by VTT CEO Antti Vasara, proposed eight measures for the quantum sector. According to the ministry’s press release, the measures included creating a quantum competence centre for education and training, ensuring access to world-class quantum computers, introducing quantum-secure encryption in critical national infrastructure, and preparing a long-term quantum R&D program.
Minister of Economic Affairs Wille Rydman said quantum technology was at the focus of international technology competition and that Finland intended to remain among the key players. The strategy noted that cumulative national quantum funding had been limited compared to peer countries such as Sweden and the Netherlands. Additional measures called for influencing EU-level regulation and standardization, mobilizing private capital for deep-tech companies, and establishing national coordination for the quantum sector. A draft of the strategy had been open for public consultation until February 21, 2025.
