Sitra, the Finnish Innovation Fund, published a policy paper in May 2024 titled “Finland in the Race for Quantum Advantage,” recommending the creation of a national quantum strategy. According to the Sitra publication, the report examined global trends in quantum computing, Europe’s quantum policy, and Finland’s position in the field.
Among its key recommendations, the paper called for establishing a National Centre of Excellence for the Societal Impact of Quantum Technologies. It also proposed creating a collaborative structure called “QuantumFinland” to systematically monitor developments, identify supply chain gaps, and support the uptake of quantum technologies. At the time of publication, only five EU member states had national quantum strategies: Denmark, France, Germany, Ireland, and the Netherlands. The report estimated the potential global market for quantum technologies at approximately €106 billion by 2040.
