ANSSI publishes follow-up position paper on post-quantum cryptography transition

The Agence nationale de la sécurité des systèmes d’information (ANSSI) published a follow-up position paper on December 21, 2023, updating its views on the post-quantum cryptography transition ANSSI follow-up position paper on Post-Quantum Cryptography. The document reaffirms the three-phase transition timeline and provides updated guidance on algorithm selection and hybrid mechanism implementation.

The paper confirms that first French security certifications for products implementing hybrid post-quantum cryptography are expected to be delivered around 2024 or 2025. ANSSI maintains its recommendation that hybrid mechanisms combine recognized pre-quantum algorithms with post-quantum candidates to ensure no security regression during the transition period.

ANSSI states that security visas will continue to claim pre-quantum security assurance during Phase one, with optional post-quantum features considered as additional defense-in-depth. Evaluation procedures will adapt according to the roadmap as post-quantum algorithms mature and standardization progresses.
