President Emmanuel Macron announced France’s National Quantum Strategy on January 21, 2021, committing €1 billion in direct state investment over five years through the France 2030 plan France 2030 National Quantum Strategy portal. The strategy allocates €300 million for research, €600 million for computing infrastructure, €100 million for training, and €100 million for enabling technologies.
Specific funding includes €350 million for hybrid quantum computers, over €400 million for universal quantum computers, €250 million for quantum sensors, €150 million for post-quantum cryptography, €325 million for quantum communications, and €300 million for enabling technologies such as cryogenics and photonics. The strategy establishes annual funding for 100 doctoral scholarships, 50 post-doctoral positions, and 10 young talent awards.
A coordinator was appointed to oversee implementation. The strategy frames French quantum development within a European context, with ongoing collaboration with Germany, Italy, Spain, Ireland, and Austria on shared research infrastructure.
