G7 Cyber Expert Group Releases PQC Transition Roadmap for the Financial Sector

The G7 Cyber Expert Group (CEG), co-chaired by the U.S. Department of the Treasury and the Bank of England, released a roadmap for the financial sector’s transition to post-quantum cryptography (PQC) on January 12, 2026. The document, titled “Advancing a Coordinated Roadmap for the Transition to Post-Quantum Cryptography in the Financial Sector,” built on the CEG’s September 2024 statement on quantum computing risks.

According to the roadmap, current guidance from several jurisdictions and standards-setting bodies “often points to 2035 as an overall target date for quantum-resistant cryptography migration for governmental systems, private sector systems, or both.” The roadmap outlined six non-linear phases for financial entities, from awareness and preparation through migration execution and validation. Critical systems are expected to target earlier completion, around 2030 to 2032.

CEG co-chairs Cory Wilson of the U.S. Treasury and Duncan Mackinnon of the Bank of England stated that quantum computers capable of breaking encryption “presents a significant risk to the safety and soundness of our financial ecosystem.” The roadmap was developed by a dedicated CEG task force of experts from financial authorities and industry across G7 jurisdictions and was described as non-prescriptive, providing organizations with flexibility to implement according to their circumstances. The CEG committed to monitoring progress, sharing information across jurisdictions, and coordinating with standard-setting bodies.
