G7 leaders issued the Hiroshima Leaders’ Communiqué on May 20, 2023, at the conclusion of the 49th G7 Summit. The communiqué affirmed export controls as a “fundamental policy tool” and recognized the importance of cooperation on export controls for critical and emerging technologies, including microelectronics and cyber surveillance systems.
Leaders stated their “shared responsibility and determination to coordinate on preventing the cutting-edge technologies we develop from being used to further military capabilities that threaten international peace and security.” They adopted a separate G7 Leaders’ Statement on Economic Resilience and Economic Security and launched a Coordination Platform on Economic Coercion. The communiqué also recognized that addressing risks from outbound investment could complement existing tools of targeted export and inbound investment controls.
While the communiqué did not name quantum technologies specifically at the leaders’ level, the accompanying Hiroshima Leaders’ Statement on Economic Resilience and the G7 Digital and Tech Ministers’ declaration from April 2023 had placed quantum information science and technology alongside AI as areas where governance must align with shared democratic values.
