G7 Science Ministers Identify Quantum Technology as Central to Economic and National Security

G7 Science and Technology Ministers issued a joint communiqué on May 14, 2023, following their meeting in Sendai, Japan, held under Japan’s G7 Presidency. The communiqué identified quantum technology, alongside artificial intelligence, biotechnology, and fusion, as emerging and breakthrough technologies “central to the green and digital transition as well as to economic and national security.”

Ministers committed to pursuing initiatives to realize what they described as “an open and evolutional research ecosystem based on trust,” including expanded open science, equitable dissemination of publicly funded research outputs, and cooperation on research security. The communiqué also addressed the governance of emerging technologies and called for alignment with regulatory and non-regulatory frameworks and technical standards.

OSTP Director Arati Prabhakar represented the United States at the meeting. The communiqué followed earlier discussions at the G7 Digital and Tech Ministers’ Meeting in Takasaki in late April 2023, where ministers similarly referenced quantum technologies as requiring governance in line with democratic values.
