Secretary Telecom K. Rajaraman inaugurated the Quantum Communication Lab at the Centre for Development of Telematics (C-DOT) in Delhi in October 2021 and unveiled an indigenously developed Quantum Key Distribution (QKD) solution. The Press Information Bureau stated that the QKD system could support distances of more than 100 kilometers on standard optical fiber.

C-DOT, the premier telecom R&D centre under the Department of Telecommunications, Ministry of Communications, was described as the first organization in India to offer a complete portfolio of indigenous quantum-secure telecom products. The portfolio included switching, routing, optical communication, and post-quantum cryptography encryptors, alongside the new QKD solution.

C-DOT was also leading the Quantum Communications vertical of the NM-QTA at the time. The QKD solution was developed to address the threat that advancing quantum computing poses to the security of data transported by current communication infrastructure.
