India’s National Security Advisor Ajit Doval and US National Security Advisor Jake Sullivan officially launched the United States-India Initiative on Critical and Emerging Technologies (iCET) on January 31, 2023, in Washington, D.C. The initiative had been announced by Prime Minister Modi and President Biden in May 2022 at the Quad Leaders’ Summit in Tokyo.

According to the White House fact sheet, iCET established new bilateral initiatives including a Quantum Coordination Mechanism. The initiative covered cooperation in quantum technologies, semiconductors, AI, telecommunications, defense, and space. Both sides committed to addressing regulatory restrictions, export controls, and mobility barriers through a standing mechanism under iCET.
