On July 19, 2025, President Masoud Pezeshkian declared the implementation of Iran’s “national document on quantum science and technology.” The document sets out main objectives, assessment indicators, national strategies, and implementing and monitoring mechanisms, according to Abdolhassan Bahrami, an official with the Vice Presidency for Science, Technology, and Knowledge-based Economy, as quoted by IRNA.

Bahrami said the document had been formulated as a roadmap for research, technology expansion, and commercialization of quantum technologies. Under the document, a quantum science and technology headquarters will be established to coordinate relevant organizations, develop an implementation roadmap, pursue regulatory development, observe national and global advancements, and propose amendments. The Tehran Times reported that the declaration followed a Quantum Strategic Council meeting earlier in March 2025, during which Pezeshkian had instructed authorities to prepare the document within two months.
