On December 6, 2021, Israel joined the European Union’s Horizon Europe research and innovation framework program, becoming its first non-European associate member. The EuroHPC Joint Undertaking noted that Israel had been associated with EU research programs since 1996.
Association with Horizon Europe gave Israeli researchers and companies eligibility for EU funding across scientific domains, including quantum technologies funded through the Quantum Flagship and related calls. Between 2021 and 2024, Israeli entities received more than EUR 1.1 billion from Horizon Europe across a range of scientific challenges, according to The Jerusalem Post.
