INSS Launches Quantum and AI Policy Program With Focus on US-Israel Cooperation

In 2024, the Institute for National Security Studies (INSS), a Tel Aviv-based think tank, established a dedicated quantum and AI policy program. The program began with a paper by research director Dr. Yehoshua Kalisky, followed by a decision by INSS executive director Maj.-Gen. (Res.) Tamir Hayman to build a full staff and program around quantum computing, as reported by The Jerusalem Post.

Hadas Lorber, formerly of Israel’s National Security Council, was brought on to lead the US-Israeli relations dimension of the program. Lorber had previously coordinated the NSC’s cooperation with the United States on quantum issues, which began formally with the 2022 Jerusalem Declaration. Hayman later gave a public speech in December 2024 calling for Israel to be “razor-focused” on deep technology and national security, naming quantum among the top priorities for joint R&D with the US.
