INSS and AIQ-Lab Propose USD 200 Million US-Israel Quantum Fund

In July 2025, Israel’s Institute for National Security Studies (INSS) and AIQ-Lab, a policy lab focused on AI and quantum sovereignty, publicly advanced a proposal for a USD 200 million joint Israel-US quantum fund. The proposal was reported by The Jerusalem Post and Globes.

Under the plan, each country would contribute USD 100 million between 2026 and 2030 to fund joint commercial ventures between Israeli and American quantum companies. The proposal also envisioned later expansion to include UAE and Saudi Arabia as partners under an expanded Abraham Accords framework, with Central Asian countries such as Azerbaijan, Kazakhstan, and Uzbekistan added afterward.

INSS executive director Maj.-Gen. (Res.) Tamir Hayman and AIQ-Lab founder Dr. Smadar Itzkovich led the initiative. Offices for the project would be based in Tel Aviv and Arlington County, Virginia. The proposal called for new legislation in both countries modeled on existing structures such as the Israel-US Binational Science Foundation.
