Italy was among the initial group of EU member states to sign the European Declaration on Quantum Technologies, introduced on December 5, 2023, under the Spanish Presidency of the Council of the EU. Minister of University and Research Anna Maria Bernini signed the declaration on behalf of Italy.
The declaration commits signatories to collaborating on the development of a world-class quantum technology ecosystem across Europe, with the stated goal of making Europe the “quantum valley” of the world. Signatory member states agreed to align national and regional R&D programs, accelerate the transition from lab to commercial application, support quantum competence clusters, and develop workforce training measures.
According to Italy’s National Cybersecurity Agency (ACN), the signing confirmed Italy’s intention to increase investment in quantum research and innovation while developing skills to support the European quantum ecosystem. Twenty-six EU member states have since signed the declaration.
