In 2019, MEXT expanded the Q-LEAP Quantum Leap Flagship Program to include a dedicated education and human resource development component. The initiative sought to develop common core programs and original subprograms at higher education institutions to systematically train researchers and engineers in quantum technologies.

According to the Q-LEAP human resources page, the project targeted people working in information science, materials science, condensed matter physics, and related fields, providing opportunities to study quantum technology alongside their specialist discipline. The goal was to increase both the breadth and depth of the quantum technology talent pool in Japan.

The program acknowledged that Japan needed to increase the depth of its pool of specialized researchers and engineers to remain competitive with countries achieving rapid development in quantum technology. Multiple universities participated in developing both the common programs and institution-specific subprograms.
