In April 2023, Japan’s Integrated Innovation Strategy Promotion Council published the Strategy of Quantum Future Industry Development, the third element of its quantum policy framework alongside the 2020 R&D strategy and 2022 societal vision. The document set out a policy and action plan for the practical application and industrialization of quantum technology toward the 2030 goals established in the Vision of Quantum Future Society.
According to the Cabinet Office summary, the strategy addressed challenges in practical application and industrialization from three perspectives: strengthening industrial competitiveness, economic security, and international competitiveness. It called for enhancing the Quantum Technology Innovation Hubs to support new industry creation, productivity improvement, and social issue resolution.
The strategy specifically called for leveraging the strengths of Japanese industry and linking each industrial field with quantum technology. Kyoto University was identified as a candidate for an additional hub with strengths in quantum measurement and neutral-atom quantum information processing.
