In April 2024, Japan’s Expert Panel on Quantum Technology Innovation published Promotion Measures for the Development of Quantum Industries, a supplementary policy document designed to strengthen and complement the three existing quantum strategies toward the 2030 goals.
According to the Cabinet Office outline, the measures responded to rapid changes in the global environment surrounding quantum technology, including the formulation of national strategies by other countries and increasing international collaboration. The document added “globalization” as a fourth perspective alongside collaboration, accessibility, and incubation in the quantum industrialization framework.
Key measures included strengthening the collaboration system between quantum hubs, promoting joint workshops and collaborative research, and enhancing support for practical application and industrialization in Japan and overseas. The panel noted that world-class Japanese quantum technologies in areas like key generation speed and transmission distance for quantum encryption needed stronger pathways to practical application.
