On April 28, 2025, Japan’s Minister of State for Science and Technology Policy, Mr. Kiuchi Minoru, signed a Memorandum of Cooperation on quantum science and technology with Lord Vallance, the UK’s Minister of State for Science, Research and Innovation, in London.
According to the Cabinet Office announcement, the memorandum covered eight areas of cooperation: research and innovation dialogue, academia and private sector interactions, education and talent exchange, security policy dialogue, standards and governance, infrastructure and test facilities, commercialization and use cases, and private funding and investment. Japan and the UK also established a new Security Policy Dialogue mechanism to address quantum technology’s impact on national security.
Alongside the government memorandum, Japan’s Q-STAR and the UK’s UKQuantum signed a parallel industry-level MOU to formalize collaboration between quantum industry associations in both countries.
