Latvia Signs EuroQCI Declaration on Quantum Communication Infrastructure

On February 11, 2021, Latvia signed the European Quantum Communication Infrastructure (EuroQCI) Declaration, joining other EU member states in a commitment to build a quantum communication infrastructure spanning the entire European Union and its overseas territories. Latvia was among the later signatories; the declaration was originally launched in June 2019 by seven member states.

According to the Latvian State Radio and Television Centre (LVRTC), the declaration set out objectives for cooperation among EU member states to explore how to create an integrated quantum-secure communication infrastructure. The stated goals included enhancing the scientific and technological capabilities of the EU, strengthening the competitiveness of quantum technologies and industry, and promoting the strategic autonomy of the EU in cybersecurity.

All 27 EU member states ultimately committed to the EuroQCI initiative, working alongside the European Commission and the European Space Agency (ESA). The infrastructure was envisioned to consist of a terrestrial segment using fiber-optic communication networks and a space-based segment covering long distances across the EU.
