On July 18, 2024, Latvia’s Minister of Foreign Affairs Baiba Braže and the Director of the Institute of Electronics and Computer Science, Dr. Modris Greitans, signed the Memorandum of Understanding on the Development of Quantum Technologies in Latvia at the Riga Radio and Television Tower on Zaķusala. The accession brought the total number of partners in the memorandum to 13.

According to a statement from the Ministry of Foreign Affairs, the ministry committed to raising the international visibility of Latvia’s quantum achievements and to supporting the country’s involvement in EU and NATO cooperation mechanisms for quantum technology. Braže stated that NATO was building a transatlantic quantum community where Latvia could play a major role.

A national-level quantum communication infrastructure project was already under way at the time, and Latvia’s quantum-secure network for public sector institutions, merchants, and private individuals was expected to be available by the end of 2025. The original memorandum had been signed by 11 partners in October 2023.
