Lithuania Establishes National Working Group for Post-Quantum Cryptography Transition

Lithuania’s Ministry of National Defence hosted the first meeting of the National Coordination Work Group for Transition to Post-Quantum Cryptography (PQC), as announced on June 30, 2025. The working group brought together experts from 17 different sectors and institutions.

Vice Minister of National Defence Tomas Godliauskas said the group is “opening a complex but particularly important mission to assist Lithuania in strategically and smoothly transitioning to quantum-proof solutions.” He added that the effort is “required to strengthen national cyber resilience, protect key IS against quantum threats and ensure confidence in state-provided digital services.”

According to the ministry, the working group has been tasked with developing a national plan for the transition to PQC by the third quarter of 2026. Kaunas University of Technology’s Cybersecurity Competence Center has been collaborating with the ministry and the National Cyber Security Centre on PQC migration planning and risk-assessment methodologies for critical infrastructure.
