Luxembourg Signs EuroQCI Declaration as One of Seven Initial EU Signatories

On June 13, 2019, representatives of seven EU member states signed a declaration at the Digital Assembly in Bucharest, Romania, agreeing to explore the development of a quantum communication infrastructure (QCI) across the European Union. Luxembourg was among the initial signatories, alongside Belgium, Germany, Italy, Malta, the Netherlands, and Spain.

According to the European Commission announcement, the signatories committed to working together over the following 12 months to develop plans for deploying a quantum communication infrastructure within the next decade. The planned infrastructure would integrate quantum technologies into conventional communication networks and consist of a terrestrial segment using existing fiber networks and a space-based segment for long-distance coverage.

Luxembourg’s early participation placed the country among the first EU member states to formally commit to the EuroQCI initiative. All 27 EU member states subsequently joined the declaration by July 2021.
