Luxembourg Publishes National Quantum Strategy Under Digital Sovereignty 2030 Initiative

On May 19, 2025, the Luxembourg government published its national Quantum Strategy as part of the broader “Accelerating Digital Sovereignty 2030” initiative. Ministers Stephanie Obertin (Digitalisation and Research), Elisabeth Margue (Media and Connectivity), and Lex Delles (Economy) presented three coordinated national strategies covering data, artificial intelligence, and quantum technologies at a press conference.

According to the published strategy document, the 48-page plan is structured around three objectives: developing quantum computing expertise and services through the MeluXina-Q quantum computer; strengthening secure communication infrastructure with terrestrial and satellite quantum networks and post-quantum cryptography; and creating economic value from quantum technologies through research, industrial innovation, and skilled jobs. The strategy calls for establishing a National Quantum Coordination Office (NQCO) and creating advisory committees.

Six strategic enablers support the plan: governance and regulations, talents and skills, infrastructures, service ecosystem, research and innovation, and international collaboration. The strategy outlines a phased roadmap through 2030, with dedicated budgetary resources for the 2025-2030 period. Specific programs include master’s and doctoral training, the LUQCIA quantum communication laboratory, the LuxQCI national network, and participation in the ESA EAGLE-1 satellite mission.
