Netherlands Court of Audit Finds Government Unprepared for Quantum Threat

On February 4, 2026, the Netherlands Court of Audit published a report titled “Focus on quantum technology in central government,” finding that 71% of central government organizations had not yet started preparations to protect themselves against the quantum threat to cryptography. The report reviewed 63 national government organizations.

According to the Court of Audit, most government organizations had not held talks with their suppliers about quantum-safe products or made plans to introduce quantum-safe cryptography. The main obstacles cited were lack of capacity and expertise, and a lack of urgency. The report noted that the AIVD warns Q-Day could arrive as early as 2030.

On the opportunity side, the report found that the €615 million National Growth Fund investment had established a thriving quantum network and academic leadership. However, translating research into marketable applications remained a challenge. The Ministry of Economic Affairs was reported to be working with other ministries on a government-wide Quantum Strategy, though specific measures and budgets had not yet been determined.
