Dutch AIVD, CWI, and TNO Publish Updated PQC Migration Handbook

On December 3, 2024, the Dutch General Intelligence and Security Service (AIVD), Centrum Wiskunde & Informatica (CWI), and TNO published a renewed second edition of the PQC Migration Handbook. The updated handbook was presented to State Secretary for Digital Affairs and Kingdom Relations Zsolt Szabo during the Post-Quantum Cryptography Symposium in The Hague.

According to the CWI announcement, the extended edition includes the latest developments and advice in post-quantum cryptography, with more concrete guidance on cryptographic asset discovery, quantum risk assessment, and cryptographic agility. It also introduces the PQChoiceAssistant, a new advisory tool to help organizations select appropriate PQC methods.

The handbook recommends hybrid deployment of PQC with classical cryptography, a position shared with France and Germany but differing from the UK approach. For key exchange, it recommends ML-KEM-1024 and accepts Classic McEliece and FrodoKEM. For digital signatures, it recommends ML-DSA-87. The symposium also addressed the development of a European roadmap for quantum-safe digital infrastructure, with the Netherlands, Germany, and France jointly coordinating the EU working group.
