On April 4, 2023, the Dutch General Intelligence and Security Service (AIVD), TNO, and Centrum Wiskunde & Informatica (CWI) published the PQC Migration Handbook, providing guidance on transitioning to quantum-secure communication using post-quantum cryptography. State Secretary for Kingdom Relations and Digitization Alexandra van Huffelen received the first copy.
According to the CWI announcement, the handbook is intended for the Dutch government, businesses, vital sectors, and knowledge institutions that work with encrypted sensitive information. It helps organizations identify risks and provides concrete steps to develop a migration strategy, recognizing that different organizations have different interests and ICT structures.
Van Huffelen stated that it is of “great importance that the Netherlands prepares for the threat posed by the quantum computer to our secure information and communication.” The handbook notes that experts consider the chance small but real that quantum computers will be powerful enough by 2030 to break current cryptographic standards.
