On September 16, 2019, physicist Robbert Dijkgraaf presented the National Agenda on Quantum Technology to State Secretary Mona Keijzer of the Ministry of Economic Affairs and Climate Policy. The document, developed at the request of the ministry by Dutch knowledge institutes and companies including TNO, QuTech, QuSoft, NWO, QT/e, and the Lorentz Institute, outlines what is needed to maintain and strengthen the country’s position in quantum technology.

According to the QuTech announcement, the agenda identifies four action lines: research and innovation breakthroughs, ecosystem development and market creation, human capital, and social dialogue about quantum technology. It also establishes three catalyst programs covering quantum computing and simulation, a national quantum network, and quantum sensing applications.

The agenda introduces the concept of Quantum Delta NL as a vision for positioning the Netherlands as an international center and hub for quantum technology. Dutch universities and knowledge institutes are described in the document as leaders in qubits, quantum internet, quantum algorithms, and post-quantum cryptography.
