On April 9, 2021, the Dutch Ministry of Economic Affairs and Climate Policy announced the allocation of €615 million ($730 million) from the National Growth Fund to Quantum Delta NL, the public-private foundation launched in 2020 to coordinate and execute the National Agenda for Quantum Technology. The award consisted of an unconditional allocation of €54 million, a conditional allocation of €228 million, and a reserve of €333 million.

According to the QuTech announcement, a consortium of leading scientists, industry stakeholders, and 80 organizations collaborated on the proposal. The program is organized around four pillars: R&D, talent development, market creation, and societal impact. Quantum Delta NL projected the funding would help create 30,000 high-tech jobs and generate a cumulative economic impact of €5 to €7 billion.

An independent commission led by Jeroen Dijsselbloem, former Chairman of the Board of Governors of the European Stability Mechanism, reviewed the investment proposal. Director Freeke Heijman said the funding was needed to scale the ecosystem “in all its facets: people, facilities and capital.”
