Dutch AIVD and NCSC Publish Quantum Migration Guide for Organizations

On March 25, 2024, the Dutch General Intelligence and Security Service (AIVD) and the National Cyber Security Centre (NCSC) published “Kicking off your quantum migration program,” a guide for CIOs, CTOs, and CISOs in government, industry, and knowledge institutions. The guide supplements the 2023 PQC Migration Handbook with more detailed starting points for beginning the migration to quantum-safe cryptography.

According to the NCSC publication, quantum computers will likely have sufficient computing power to break many of the most commonly used forms of cryptography between 2030 and 2040. The AIVD and NCSC have issued publications on quantum risks since 2014, but indicated that organizations must now take action.

The guide provides steps for risk assessment, cryptographic asset identification, and migration planning, including “no-regret” measures that enhance cyber resilience regardless of the quantum threat timeline.
