On September 7, 2024, the Netherlands expanded its national export control measure for advanced semiconductor manufacturing equipment, making more types of equipment subject to authorization requirements. Minister for Foreign Trade and Development Reinette Klever announced the change in the Government Gazette.
According to the Dutch government announcement, the new rules build on existing national export controls in force since September 1, 2023, and apply specifically to deep ultraviolet lithography equipment. Klever stated: “I’ve made this decision for reasons of security.” The measure applies to exports from the Netherlands to destinations outside the EU, with applications assessed on a case-by-case basis.
ASML stated in a separate release that the measures mark a “technical change” not expected to affect its financial outlook. The expansion was coordinated alongside the U.S. Bureau of Industry and Security’s new export controls on quantum computing and semiconductor technologies announced the same week.
